On June 24, a scientific and practical conference on problematic issues of customs regulation in the EAEU was held at the site of the Russian Chamber of Commerce and Industry. The event was organized by the Council of the CCI of the Russian Federation on Customs Policy (hereinafter – the Council) and the Association of Customs Lawyers (hereinafter – the Association).   The conference was opened by the Chairman of the Council Georgy Petrov and Chairman of the Board of the Association Pavel Safonenkov.   Sergey Vladimirov, Director of the Department of Customs Legislation and Law Enforcement Practice of the Eurasian Economic Commission, in his speech revealed the issues of supranational legal regulation of cross-border electronic commerce and some customs procedures at the present stage, spoke about the normative activities of the EEC. He also noted that the Protocol on Amendments to the Treaty on the Customs Code of the Eurasian Economic Union is currently undergoing ratification. The document concerns changes in foreign electronic commerce, contains novelties on the specifics of regulating foreign electronic commerce, on the creation of such a legal institution as an electronic commerce operator designed to provide integrated logistics with goods, ensure interaction with Internet sites and customs authorities.   Sergey Vladimirov also spoke about the improvement of the unified customs transit system, which in the future will allow non-EAEU member states to join it, and touched upon a number of other important issues.   Head of Legal support for the activities of the Republican Union of Participants in Customs Relations (Republic of Belarus) Victoria Malashevich spoke about the novelties of the legal regulation of determining the origin of goods in the EAEU. In particular, the expert drew attention to the new norms introduced in the EAEU Customs Code concerning the definition of the country of origin of goods and the purpose of their application. Separately, Victoria Malashevich outlined issues related to amendments to the Rules for Determining the Origin of Goods from Developing and Least Developed Countries (Decision of the EEC Council dated 05/14/2024 No. 49), spoke about new requirements for entry into the declaration of origin of goods, which will enter into force on July 29, 2024. In connection with the expected introduction of the institution of an authorized exporter into customs legislation, Victoria Malashevich made proposals from the Republican Union of Participants in Customs Relations to regulate such an institution.   Anton Kozhenkov, an expert of the Council, member of the Board of the Association, General Director of Astema Group LLC, told about the main directions of development of the institute of customs operations at checkpoints on the customs border of the Eurasian Economic Union. Such differences are observed in many areas of customs regulation, for example, in terms of the classification of goods according to the Customs Code of the EAEU, labeling of goods, compliance with the requirements of the technical regulations of the EAEU and other areas. In confirmation, Oksana Kurochkina gave a number of practical examples.   Daria Vlasenko, a member of the Association of Lawyers, lecturer at the Department of Public Law, coordinator of the Customs Department of the All-Russian Academy of Foreign Trade of the Ministry of Economic Development of Russia, devoted her speech to the topic of assessing the impact of non-tariff barriers on the functioning and development of the internal market of the Eurasian Economic Union.   In particular, Daria Vlasenko drew attention to the existing differences in the classification of non-tariff regulation measures within the EAEU and the classification developed by UNCTAD (UN Conference on Trade and Development), different approaches in determining barriers, exemptions, restrictions at the EAEU level, and at the level of formation of national knowledge bases on non-tariff barriers.
